Seriouslly... a new player asked for help, and proposed a serious bizz question. Pls dont give him (or other new players) wrong ideias, because those bad ideia corrupted game in pass (and i recall URSAN very recently...just smash buttons 123 123 123 123 123, no weapon swap no nothing!)
In fact its not required weapon swaping to PvE. I agree whith that. However, for a new player, imo if he start getting used to weapon swap in PvE, it will be easier for him to getting in the PvP environment, specially as a monk. Besides.... big advantage in weapon swaping (if made correctly obviously) since u will always try to:
1) prolong ur importantant enchantments (PS, Healing Seed, SoA, etc.) whith alows u to save energy along the time;
2) take advantage of the HCT and HSR chance, which alow u to heal faster or making ur prot skills more available and, thus, heal/prot more efectivly along time;
3) protect your self from incoming harm when u swap for a shield+sword/axe set; or gain some energy when ur low on it on a hard situation (and belive me, new players have many hard situations since they are not used to the way of the mechanics of skills or even the game it self).

If something slips by, you kite. Slap that PS on yourself or just take a few steps back and around that Flare spamming ele and get the baddie to beat on him. When, and if, something manages to slip by it usually means of two things:
1) It's near death anyway and won't be alive long enough to pose a threat.
2) It's wreaking havoc to your midline with its massive melee damage and KD. In which case you're either screwed or timing your recharged Aegis just after you get up. How much armor I have at that time is the least of my worries.
What it all comes down is a personal preference and experiences. I prefer the recharge chance over 18 AL, you don't. In my experience, a vast majority of shield monks sucked hard and were too busy fapping over their shiny equipment than doing their jobs.
Best default protting weapon choice: +5 energy, 20% longer enchants (axe, sword), prot offhand +12 energy, +30 health, 20% HSR.

You're kinda missing the entire point of weapon swapping.
It's weapon SWAPPING.
You dont stay in your shield set when casting that aegis, if you do, youre doing it all wrong.
When you wanna cast aegis (and once you become better at weapon swapping, more spammy and used enchantments like guardian) you swap to a 40% HCT, 20% HSR and 20% Enchantments staff (often called 'aegis staff'), and once you're done, you're back into your shield set untill you cast something again.
Thats exactly the point of weapon swapping, why do you prefer 20HSR over 18AL when you can have both? you got 4 weapon slots, use them.
While its not a must in PVE, having at least that staff mentioned above for when using aegis is very helpful.

Swap to prot staff, cast Aegis, swap back to shield.
Again, you'd rather be sitting in shield by default than staff. You don't need casting mods when you aren't casting anything.

Well I for 1 do not need to worry about energy on my monk. I just put Healing Breaze on myself and then run NECRO second. I capped the Elite skill that gives Life for energy. I have it set to give me 12 energy every few seconds. This is a great energy management system.
I agree with the weapon sets listed in the beginning. I do sometimes run with my del shield for that added stealth. yes stealth - they do not target you as much if everyone else is still alive that is.
I ONLY PVP. I also love this guy above me's suggestions. Very insightful.

A shield set + energy set = smooth sailing in PvE. I find myself never getting auto targeted because there is usually another caster with less health/armor. Especially in doa/uw/fow.

IF you wanna play lazy (and yes it works in pve mostly) use what ever you want be it a scar eater or a spear and foci...hell play naked if you have to..
BUT if you wanna be the most effective and best you can be, use the four sets posted. its THAT simple. And if you wanna be anything but roadkill in pvp use the setup.
Good advice is good advice, give the best info you can when someone asks for help or your not really helping them improve..
